According to Chinese mythology, the earth once had 10 suns circling over it. One day, all 10 suns appeared together, scorching the earth with their heat. Thus started the legend of the lady in the moon to whom young Chinese girls would pray at the Mid-Autumn Festival.

In the 14th century, the eating of mooncakes at “Zhong Qiu Jie” was given a new significance. The story goes that when Zhu Yuan Zhang was plotting to overthrow the Yuan Dynasty started by the Mongolians, the rebels hid their messages in the Mid-Autumn mooncakes. Zhong Qiu Jie is hence also a commemoration of the overthrow of the Mongolians by the Han people.

During the Yuan Dynasty () China was ruled by the Mongolian people. Leaders from the preceding Sung Dynasty () were unhappy at submitting to foreign rule, and set how to coordinate the rebellion without it being discovered. The leaders of the rebellion, knowing that the Moon Festival was drawing near, ordered the making of special cakes. Packed into each mooncake was a message with the outline of the attack. On the night of the Moon Festival, the rebels successfully attacked and overthrew the government. What followed was the establishment of the Ming Dynasty (. 1368-1644). Today, moon cakes are eaten to commemorate this event.

各所属单位：
根据__令第514号《员工带薪年休假条例》规定，参照湖北省人事厅《关于组织实施机关事业单位工作人员带薪年休假工作意见》（鄂人〔20xx〕19号）和孝烟人〔20xx〕38号文有关精神，为合理安排员工工作和休息时间，维护员工休息休假权利，调动员工工作积极性，结合实际，现就员工带薪年休假（以下简称年休假）有关问题通知如下：
一、在职员工（含在册员工、人事代理、劳务派遣人员，下同）凡在本单位连续工作一年以上，均可享受年休假待遇。休假期间工资照发，各项福利待遇不变。
二、员工年休假期为：
1、员工累计工作已满1年不满10年，年休假为5天；
2、员工累计工作已满10年不满20年，年休假为10天；
3、员工累计工作已满20年，年休假15天。
4、国家法定休假日、休息日不计入年休假假期。
三、满规定工作年限人员年休假安排：
1、员工累计工作满一年，从下月起享受规定年休假天数；
2、当年11月底以前累计工作满10年或20年，可在当年11月底前按规定休假天数享受年休假；
3、当年12月1日以后达到规定工作年限，从下年度起享受规定年休假。
四、员工有下列情形之一，不享受当年年休假：
1、员工请事假累计20天以上，且单位未扣工资；
2、累计工作满1年不满10年员工，请病假累计2个月以上；
3、累计工作满10年不满20年员工，请病假累计3个月以上；
4、累计工作满20年以上员工，请病假累计4个月以上。
五、年休假在每年3月份至11月份中集中安排，不跨年度安排。确因工作原因不能一次休完年休假，可以分段安排，但原则上不超过二段，每次不少于5天。
六、员工休年假前，须提前30天向本单位工会提出休假申请，并办理有关手续，未填写《申请表》，视为自动放弃年休假，单位不另行补偿。办理年休假一般程序为：
1、向工会提出休假申请，填写《XX市烟草专卖局员工年休假申请表》；
2、将《申请表》送本人所在部门主要负责人审核，报分管领导审核，最后由一把手审批。
3、根据工作需要，部门负责人报分管领导批准后可以调整在休假人员上班，休假时间根据情况再另行安排。
七、局（营销部）班子成员休假按照孝烟人〔20xx〕38号文有关规定执行。
八、员工休假申批程序结束后，须将《申请表》复印一式二份，分别报本单位工会和人劳部门备案。
九、员工休假结束后，应及时到人劳部门销假。假期结束仍不回单位上班，超期时间按旷工处理。
十、各部门要分批次、有计划地安排好员工休假，对休假员工工作作统筹部署和调剂。
十一、员工休假前应与接手人员做好交接工作，保证休假期间原负责工作能正常进行。
十二、员工休假方式以本地休假为主。到本地旅游点度假休闲或到外地休假，一切费用自理。
十三、各部门应当保证员工享受年休假，领导干部要带头休假。XX市烟草行业工会XX分会负责依法维护员工年休假权利。
十四、本通知未涉及到内容，按《员工带薪年休假条例》执行。
十五、本通知自20xx年元月1日起执行。
